Rajasthan’s Economic Leap for Investments, Jobs, and Sustainable Growth
January 2025 marked significant strides for Rajasthan as the state continued efforts to translate investment commitments from the Rising Rajasthan Global Investment Summit into tangible economic progress. The government is fast-tracking investment MoUs, implementing structural reforms, and strengthening key sectors to bolster economic growth and employment.
 
To ensure effective implementation of the MoUs, the government has introduced a three-tier monitoring system and categorised MoUs based on investor commitment. Additionally, a direct land allotment scheme under RIICO aims to expedite industrial expansion by replacing auctions with reserved-rate allotments, streamlining investment processes. These steps are expected to facilitate large-scale employment generation and accelerate Rajasthan’s industrial development.
 
Despite these advancements, challenges remain. The cancellation of nine districts has raised concerns, potentially affecting job opportunities across key sectors. The government’s commitment to employment generation is evident in its target of 4 lakh government and 6 lakh private jobs in five years. Skill development initiatives and vocational training programs are being expanded to align with industry needs.
 
Adding further momentum, CUTS International, in collaboration with the Government of Rajasthan, advanced its Rajasthan Employment Manufacturing Investment and Trade (REMIT) project. On January 06, 2025, the third Project Advisory Committee (PAC) meeting was convened at Udyog Bhawan, Jaipur, to strategise on transforming Rajasthan into a dynamic hub for trade and investment. Discussions focused on institutionalising a think tank model and aligning efforts with the state’s economic vision, with a particular focus on youth employment.
 
Key discussions revolved around effective MoU implementation, addressing infrastructure challenges, and leveraging high-potential sectors such as renewable energy, tourism, and start-ups. The meeting also underscored the importance of workforce skilling, policy innovation, and sustainability to drive inclusive economic growth and job creation.
 
January 2025 marked Rajasthan’s continued rise as a centre for innovation, strategic partnerships, and sustainable development, laying a strong foundation for its economic transformation.

While interviewing with the Economic Times, CUTS International Secretary General, Pradeep S Mehta, highlighted the importance of implementing the MoUs, stating, "The outcome of the event will depend on follow-up and implementation mechanism that are set up.”

The three important sectors in Rajasthan: Mining, Tourism, and Industry need a new approach to grow both on sustainability and gender fronts.

Chief Minister Sharma has led efforts to secure funds for infrastructure and support entrepreneurs. He reviewed MoUs worth ₹1,000 crore and facilitated loan agreements with Bank of Baroda and Bank of Maharashtra, securing ₹30,000 crore annually until 2030 for projects in key sectors. 

Rajasthan Approves Direct Land Allotment Scheme for Investors
The Rajasthan State Industrial Development and Investment Corporation (RIICO) has introduced a direct land allotment scheme to replace auctions and provide land at reserved rates for projects linked to MoUs from the Rising Rajasthan Global Investment Summit. An online portal has been developed to streamline applications.

रीको ने मेक्सोप इंजीनियरिंग, रॉकमेन इंडस्ट्रीज, लाइटपाथ वेंचर्स और सन पॉलिटेक्स को औद्योगिक इकाई स्थापित करने के लिए भूमि आवंटित की। इन कंपनियों द्वारा 1097 करोड़ रुपये का निवेश होगा, जिससे 2000 से अधिक रोजगार सृजित होंगे, और राज्य की औद्योगिक प्रगति को बढ़ावा मिलेगा।


Kumbhalgarh Attracts ₹1,000 crore Investment at RR Summit
At the Rising Rajasthan Global Investment Summit, Kumbhalgarh secured over ₹1,000 crore in investment proposals, including plans for 20 hotels and resorts, as well as a ₹500 crore paint manufacturing unit. These developments aim to boost tourism and create significant employment opportunities for local youth.



CS Reviews RR Investment Proposals of 100-1000 crores 

Chief Secretary Sudhansh Pant led a review meeting focusing on investment MoUs valued between ₹100 crore and ₹1,000 crore from the Rising Rajasthan Global Investment Summit. MoUs were categorised based on investor commitment, with 'A' category investors prioritised for implementation. Officials were directed to facilitate site visits and complete land allotments by March 2025.


69% Growth in Small Biz Loans by Fintech Firms
Rajasthan experienced a 69 percent increase in business loans under ₹10 lakh underscoring its role in India's expanding small-ticket lending market. Fintech lenders accounted for 53 percent of these loans, significantly enhancing financial access for new-to-credit individuals and small businesses. A report by Experian India highlights the growing impact of fintechs on financial inclusion.


Processing Units to Help Farmers Grow in Rajasthan

Despite contributing 40 percent of India’s cumin production, Rajasthan lacks sufficient processing facilities. Barmer MP Umedaram Beniwal has requested the establishment of processing units and completion of a planned Millet Research Institute in Gudamalani. Additionally, dairy farmers in Sirohi and Jalore require milk packaging units to reduce dependence on Gujarat.


CM Chairs Pre-Budget Meeting with Civil Society Groups
On January 22, 2025, Rajasthan Chief Minister Bhajan Lal Sharma chaired a pre-budget meeting with various civil society groups. Discussions focused on incorporating public suggestions to enhance the upcoming state budget. Sharma emphasised the importance of participatory governance and invited stakeholders to contribute ideas for inclusive development.


Fulfill promises made at RR summit, Education Dept appeals
In a recent review meeting, Rajasthan's Education Secretary, Krishna Kunal urged investors to promptly fulfill commitments made during the Rising Rajasthan summit. He stressed the importance of timely project implementation for advancing education, skill development, and technical education, which will drive economic growth and job creation. The government promised to expedite land allotment and streamline processes.


Rajasthan to Introduce Private Land Aggregation Bill in Assembly
The Rajasthan government plans to introduce a Private Land Aggregation Bill in the upcoming assembly session to facilitate industrial and infrastructure projects. The bill proposes compensating landowners with at least 25 percent developed land instead of cash. It also seeks to establish a Land Aggregation and Development Authority to streamline acquisitions.

Power Sector Secures ₹28 Lakh Crore Investment at RR Summit
Rajasthan's Energy Minister Heeralal Nagar announced ₹28 lakh crore in renewable energy investments during the Rising Rajasthan summit, aiming for 125 GW capacity by 2030. Key initiatives include green hydrogen, battery storage, and solar manufacturing. With a focus on ground implementation, the state also plans solar facilities for farmers.



Centre Approves Additional 5,000 MW Renewable Energy allocation to Rajasthan
The Central government approved an additional allocation of 5,000 MW under Component-A of the PM Kusum Yojana for Rajasthan, advancing the state's renewable energy goals. This allocation supports Rajasthan’s aim to provide daytime electricity to farmers by 2027, with CM Sharma declaring the state will be self-sufficient in electricity by then.


Govt Working to Expand Rajasthan’s Solar Energy Capacity
The Rajasthan government is advancing its solar energy initiatives, targeting 17 GW of solar power projects. With 352 sunny days annually and a solar radiation capacity of 5.72 kWh per square meter per day – the highest in India – the state aims to raise solar energy consumption to over 40% by 2030.
The Indian government plans to introduce a policy in the upcoming budget to assist micro, small, and medium enterprises (MSMEs) in reducing carbon emissions. The policy will provide financial, technological, and regulatory support, emphasising renewable energy adoption and circular economy practices. A dedicated body under the MSME Ministry will oversee its implementation.

राजस्थान सरकार ने 2030 तक 3 लाख मेगावाट सौर ऊर्जा उत्पादन का लक्ष्य निर्धारित किया है, जिससे राज्य में 30 लाख से अधिक रोजगार सृजित होने की उम्मीद है। राइजिंग राजस्थान इन्वेस्टमेंट समिट में नवीकरणीय ऊर्जा क्षेत्र में 26 लाख करोड़ रुपये के एमओयू साइन हुए हैं, जिनमें से 80% सौर ऊर्जा से संबंधित हैं।


10 हजार करोड़ रु. के व्यापार की संभावना
भारत एक्सपो के दूसरे दिन 8000 दर्शकों ने भाग लिया। एक्सपो से राजस्थान के सोलर सेक्टर में 10,000 करोड़ रुपये की संभावना बनीं। लिवगार्ड ने "लिवगार्ड सोलर 360" का अनावरण किया। एक्सपो में सोलर पैनल, बैटरी, कंपोनेंट्स, मेंटेनेंस और सरकारी योजनाओं की जानकारी प्रदान की गई।

Eli Lilly to Set up GCC in Hyderabad, Hire 1,000+
Eli Lilly is establishing the Lilly Capability Centre India in Hyderabad, set to open by mid-2025 with over 1,000 professionals. This Global Capability Centre (GCC) will enhance global operations by delivering IT, digitalisation, and business support services, reinforcing the company’s commitment to innovation and efficiency.
Andhra Pradesh Chief Minister N Chandrababu Naidu launched five industrial projects worth ₹4.8 lakh crore, including NTPC’s Green Hydrogen Park, ArcelorMittal/Nippon Steel’s steel plant, Bharat Petroleum’s refinery, a Visakhapatnam railway zone, and Reliance’s biogas plant. PM Narendra Modi has been invited to inaugurate these initiatives.
 
Commerce and Industry Minister Piyush Goyal and European Commissioner Maroš Šefčovič met in Brussels to strengthen India-EU trade relations. They reviewed progress under the Trade and Technology Council, addressed legacy issues, and established a roadmap for continuous consultations at senior official and ministerial levels.

Rajasthan MLA Stalling projects Worth ₹8,500 Crore Projects 
The National Solar Energy Federation of India (NSEFI) has written to Rajasthan Chief Minister Bhajan Lal Sharma, alleging that Independent MLA Ravindra Bhati is obstructing renewable energy projects worth ₹8,500 crore in the Sheo constituency. The federation claims Bhati's actions are hindering the state's renewable energy development.
राजस्थान के उद्योग और व्यापार संगठनों ने आगामी राज्य बजट के लिए इंडस्ट्रियल पोटेंशियल सर्वे, कृषि जिंसों पर मंडी टैक्स व कृषक कल्याण शुल्क समाप्त करने, साइबर प्रिवेंशन एक्ट बनाने, लॉजिस्टिक व कुरियर सर्विस को उद्योग का दर्जा देने और अपैरल पार्क बनाने सहित कई सुझाव दिए।
 
राजस्थान के निर्यात में गिरावट जारी है, जिसमें जोधपुर, जयपुर, कोटा और उदयपुर प्रभावित हैं। कंटेनर संकट, बढ़ती कागजी कार्रवाई, बार-बार जांच और मंडी टैक्स जैसी समस्याएं प्रमुख कारण हैं। वैश्विक मंदी और स्वेज संकट से भी स्थिति बिगड़ी है। सरकार को नए बाजार खोजने और निर्यातकों को समर्थन देने की जरूरत है।

The Rajasthan government has allocated 70 hectares of pastureland across four districts for mining, raising environmental concerns. This could degrade habitats and threaten biodiversity, including the Lesser Florican, whose population has declined due to habitat loss from expanding agriculture, mining, and overgrazing.
A recent Jal Shakti Ministry report highlights significant disparities in India's. Arunachal Pradesh, Mizoram, Meghalaya, and Jammu & Kashmir meet BIS standards, while Rajasthan, Haryana, and Andhra Pradesh face contamination. Uranium levels in Rajasthan and Punjab are concerning. Nitrate pollution, linked to fertiliser overuse, poses severe health risks.

On January 16, 2025, Rajasthan Chief Minister Bhajanlal Sharma met employee unions before the budget session. He announced a ₹25 lakh gratuity limit, a 5% pension allowance for those 70+, and reaffirmed commitment to employee welfare. Over 59,000 government posts are filled, with 15,000 more appointments in progress.

During the state-level youth festival in Jaipur on January 12, 2025, Sharma reiterated the government's commitment to empowering youth through skill development, job creation, and sports initiatives. He emphasised new vocational courses in colleges, startup support, and plans to generate 1 million jobs over five years.
