Assessing India’s Sustainable Mobility Landscape: A Policy Framework Approach

Background

Sustainable mobility is a key component for enabling urban transitions within the framework of sustainable and liveable cities. Electric mobility has emerged as a critical component of India’s decarbonisation efforts, primarily driven by policy interventions at both the national and state levels, alongside industry-led advancements. While existing policies have accelerated adoption, critical gaps remain in areas such as charging infrastructure, financing mechanisms, localised supply chains, and livelihood generation.

In this regard, a comprehensive review of national and state-level Electric Vehicle (EV) policies, enriched by insights from key stakeholders, including state agencies and industry representatives, has been envisaged. The review will help shape a strategic roadmap for the future of E-mobility in India. This evaluation is particularly timely, as it marks a decade (2015-2024) since the launch of the Faster Adoption and Manufacturing of Electric Vehicles in India (FAME) scheme, providing a valuable reference framework for policy assessment.

What’s New

About the Project

    This project aims to conduct a comprehensive review of national and state-level EV policies, focusing on evaluating the effectiveness of past interventions, identifying implementation challenges, and analysing successful international case studies. The ultimate goal is to develop a strategic roadmap to accelerate India’s transition to sustainable mobility.

    A key component of the project is structured engagement with stakeholders, including government agencies, industry leaders, and other relevant actors, to gather practical insights and on-the-ground perspectives. This participatory approach will ensure that the analysis is grounded in real-world experiences and policy realities.

    The assessment is especially timely, coinciding with the 10-year milestone (2015-2024) of India’s FAME scheme, and provides a valuable opportunity to measure the scheme’s impact. Additionally, a comparative analysis of state-level EV policies will identify regional best practices, differences in implementation strategies, and the key enablers or barriers to EV adoption. These findings will help shape more targeted and effective policy interventions to support India’s sustainable mobility goals.

    Friedrich-Ebert-Stiftung (FES) is the oldest political foundation in Germany, with a rich tradition in social democracy. It focuses on the core ideas and values of social democracy, namely freedom, justice, and solidarity. FES India has had a long-standing cooperation with think tanks and research institutions. It has also underscored the need for an exchange of social democratic ideas across borders, continents, and cultures, particularly in the era of globalisation’s ongoing impact on Indian society and India’s growing global significance.
