CUTS International-SAFIR organizes training programme for Infrastructure Regulators

CUTS International, in association with South Asia Forum for Infrastructure Regulators (SAFIR), is organising the 16th Core Course 5-day training programme on Infrastructure Regulation from 24th – 28th April 2017 in Jaipur, Rajasthan.

The programme comprise of officials representing regulators from energy and other infrastructure sectors (Telecom and Ports) from various states in India and Bhutan, Bangladesh and Sri Lanka.

The 5-day event which started on Monday entails interactive sessions conducted by various subject experts. The programme delves into the need and importance of introducing various reforms for better regulation-making.

As part of the inaugural session, Bipul Chatterjee, Executive Director, CUTS International, voiced the importance of appropriate infrastructure in nation-building and how the infrastructural deficiencies act as impediments in fulfilling India’s growth story. He further elaborated upon a need to reduce regulatory and policy uncertainty in infrastructure sectors and strongly emphasised upon the importance of Regulatory Impact Assessment in reducing such uncertainties.

Dr Geeta Gouri, Former Member, Competition Commission of India, commenced the training programme by speaking about issues pertaining to overlap between competition policy from regulatory policy, understanding various ownership structures in the regulatory regime and creating markets in the power sector.

The entire 5-day training programme will consist of understanding the importance of regulations and competition in infrastructure sector; need for ownership; regulatory and competition impact assessment; and ways to ensure consumer protection in regulatory reforms in the infrastructure sector.

The training programme will be attended by close to 25 participants from energy and infrastructure regulators.
