Low Carbon Policies: Formulation and Implementation Issues

Consumer Unity and Trust Society (CUTS International) in collaboration with Chetana Society had organised a one day workshop on ‘Low Carbon Policies: Formulation and Implementation Issues’ Friday, November 29, 2013 in Jaipur.

The World Resources Institute (WRI), in association with its partners has designed a ‘Policy Implementation Diagnostic Framework’ toolkit to support an in-depth assessment of the institutional factors on which effective climate policy implementation depends. It aims to identify bottlenecks in the implementation of climate policy and ways to strengthen implementation process and enhance policy effectiveness. The People’s Monitoring Group on Electricity Regulation (PMGER)/Chetana Society used the diagnostic toolkit to assess implementation of low carbon policies in the electricity sector in Andhra Pradesh.

The purpose of this workshop was to introduce to the participants in Rajasthan the toolkit and their experiences, insights and findings in the implementation of low carbon policies in electricity sector in Andhra Pradesh. Further, the workshop focused on building capacity of CSOs to understand and implement the toolkit to assess the implementation of policy effectiveness.

Participants in the workshops included, representatives of CSOs, licensees and other service providers in the sector, regulatory bodies, energy development agencies vested with the responsibility of promotion of both renewable energy sources and energy efficiency, and related government departments. In all, approx 50 participants actively participated in the workshop.
