Inception Meeting

An inception meeting was organized with Authors of the paper and select subject experts to finalize the Terms of Reference for the research study. Electricity and Petroleum and Natural gas were selected for study in all three countries (India, Kenya and Brazil) for the sake of comparability
In selecting these sectors, the criteria used were: varying degrees of regulatory success across countries; the need to select a centrally regulated sector as well as a federally regulated one; and significance for overall economic welfare levels. Given that such a discussion does lead to suggestions about what needs to be included in the country studies, it was decided to include these in an addendum to be circulated to the paper writers and the attending experts
