FINAL CONSUMER SURVEY

January to March 2010

A final consumer survey was conducted in all the project territories to examine the level of understanding and awareness of grassroots consumers/electricity users on the scope for their engagement in the process of electricity reforms as imparted through project meetings and interactions. The respondents targeted during the survey, were mainly the same consumers that had participated in the baseline consumer survey, which was conducted at the start of the project as well as grassroots interface meetings (GIM).

The main objective of the final consumer survey was to gauge the status of improvement in the level of consumer awareness on regulatory issues in the power sector, which was ought to come through different activities implemented under the project in the last two years. Final consumer survey helped in analysing the differences in the overall awareness/understanding of the targeted group ever since the first baseline consumer survey was conducted i.e. in April-May 2008.

The survey was conducted during January to March 2010 across the project territories on different categories of respondents (domestic, non-domestic, agriculture and industrial) using a well structured questionnaire. The questionnaire comprised mostly of quantitative questions along with some scope of gathering qualitative responses. The local district level partners were engaged and entrusted with the responsibility of carrying out the survey.
